Summary: Fails to build / run on Cygwin

We have reverted to cygwin but without complete success. We
* checked out the latest "new framework" CVS openbabel
* used G++ 3.4.4
* ./configure from openbabel directory
* make from same directory
* make install
This creates all the *.a and populates /usr/local/lib/openbabel.
Everything runs OK *except* it isn't picking up the file formats. We
have a separate installation here a linux machine (a slightly earlier
version - the snapshot - which works OK.)
We are not sure where to go now as we aren't yet familiar with the
strategy of the framework. It would be very useful to know what
processes OB does and if there are nay files it produces during the
build which might give a clue.
