Summary: Win32 import library or .def file?

Initial Comment:
This is for openbabel-2.0.0win.zip.

I would suggest to deliver an import library (.a) or at
least a .def file to create one with dlltool.

I'm currently trying to link against OBDLL.dll with the
MinGW compiler and get lots of unresolved symbols. I
also cannot compile my own dll because of Bug 1368223
as it seems.
