Snap Package for Open Babel

"sudo snap install openbabel" will now install a Snap Package for Open
Babel 2.4.0 on at least Ubuntu and Xubuntu.

The commands are all prefaced by "openbabel." (e.g. openbabel.obgui,
openbabel.obabel, etc. - hit Tab for autocompletion in bash) so they
won't get mixed up with the packages provided by the distro.

I'll eventually update the various docs.

A snap package is like a Windows binary - all of the dependencies are
bundled in. So not only will there be two Open Babels on your system
(potentially), there will be two libxmls, two zlibs, two wxWidgets's,
two gtks, etc, etc. I'm not going to defend this philosophy, so if
this is a problem for you, either stick to the distro's Open Babel, or
compile it yourself (which is pretty straightforward). My point was
that all of the contents are stored in your ~/snap folder and can be
removed easily via "sudo snap remove openbabel" and so will not
interfere with your distro's packaging.

The reason I made a Snap package rather than an Ubuntu ppa is that in
theory the Snap will run on many Linux distros. Of course, if someone
else wishes to make a ppa (or Fedora equivalent, etc.), we would be
happy to point people to it.
